中国经济的本质是什么

朱镕基担任副总理时，发明了“宏观调控”，“宏观调控”相对于计划经济时代的命令式经济而言，就是政府要靠财政、税收、汇率等手段调控经济运行。
此后十几年，中央政府一直以“宏观调控”主导者自居。有人说，改革开放以后，中国逐步建立起市场经济体制，政府逐步改变指令性模式，而代之以更像西方国家的经济管理手段。
这个说法不假，但人们不应忽视，中国宏观经济管理部门，一直没有放弃行政命令，比如规定银行贷款的比例，强令某一行业的新进者退出，这些行政命令经常也打着“宏观调控”的旗号。
以行政命令调控经济，经常遭到严厉批评，你不是搞市场经济吗？怎么还沿用计划手段？
辩解者马上提醒，你不要忽视中国经济的二元性：公有制经济和非公有制经济并存。财政、税收、汇率等杠杆对后者管用，对前者往往失效，在这样的前提下，只能采取行政命令。
由于施政是一个整体，这些策略同时会降临于两者，而前者却经常不予理会，因为他不会死，而后者就要遭殃了，死亡的压力随时存在。从2004年以来的经济过热，到2007年的大规模宏观调控，一直演绎着这个过程。
按照经典马克思主义的说法，资本主义的主要矛盾是生产的社会化和生产资料资本家私人占有的矛盾，这一矛盾决定了资本主义无法回避经济周期经济危机，导致了经济的混乱，最终将埋葬资本主义。
而这个逻辑却更适合套用中国：生产资料由国家占有和生产的社会化，是社会主义市场经济的主要矛盾。因为公有部门投资和生产的无序性，远远高于列宁主义者批评的洛克菲勒和摩根们。更为重要的是，公有部门，并非真正地由国家所有所有，只是很多人窃取了国家的名义。
这一主要矛盾在经济领域的表现，如前所述，就是调控手段在公有制面前全面失效，因为公有部门对这些政策信号毫不敏感，于是政府被迫采取行政命令，急刹车也会导致经济衰退，又限制了公有部门的投资冲动。
过去十几年来，中国经济每一个周期的起点，都是公有部门开始投资冲动之时，每个周期的终点，都是国家行政命令让公有部门放弃投资冲动之时。行政命令是一个挥之不去的阴影。
在这个巨大的周期中，民企尤其是中小民企和公有部门之间的关系，就像一艘大船和救生艇们的关系，当风浪来了的时候，船帮上的救生艇很可能会被水淹没，风浪平静的时候，才能浮出水面。
那些救生艇就是中国成千上万的小企业，上面坐着一半以上的中国劳动力，大船就好像公有部门，风大风小都不会沉，上面的人依旧很舒服，而风浪则类似国家的调控手段。尽管风是由于大船引起的，但当风来的时候，大小船都会摇摆，小船周期性沉没，大船纹丝不动，这也许就是中国经济的本质。
中国经济的本质，作用力一直很强大，比如能源价格改革，如果在2004年开始，就不至于现在这么窘迫，但是政府没有这么做。如今蔓延在“中国制造”的危机，也是这一本质的一个体现。
7月23日南方周末发表了一组热情洋溢的歌颂中国制造的文章，认为中国制造正在重生，这一估计过于乐观了，需知，OEM等中国制造业，不仅在东莞，而且也包括浙江、山东、江苏，东莞一定意义上是孤例，那里是外资的天下，而前者则是国内民资的大半江山。
目前，浙江民企们可能正在遭受史无前例的冲击，高利贷逼迫着很多小企业倒闭破产，引以为荣的浙江民间融资，可能正在遭遇严重的信用危机，如果地下金融因企业大量破产而破产，那么浙江民营经济所受的打击则是致命的。
当地一个朋友开玩笑说，你想发财吗？你身上刺几条青龙，带上一帮兄弟，帮人讨债去吧。
资金吃紧、劳动力价格上升、人民币升值、税负过重，这些大山依然压在民企们身上，没有人能搬开。比如，政府会降低税收吗？每年的财政支出，是按前一年的财政收入来安排，如果税收降低，怎么支持庞大的开支，以及补贴亏损的垄断国企？

有时候就是觉得ZF是个大资本家，在危机的时候我们期待他的反映，可是他总是反映迟钝。如果社会主义被操纵，会比资本主义还坏吗？

官企业也就是垄断国企要缩小，这是个方向问题，政府自己搞企业，是在与民争利，是压榨中国最广大的消费者（如邮电、电信、电力的高价等）

国企保留那么多，比较有利于官员到国企报销一些非正常的开支，比较有利于官员安插他们的子女就业。
什么国计民生，一半是在骗人，就是不愿放抓在手里的资源。日本私人办邮，美国私营企业造枪，也没有天下大乱。而中国民间智慧不弱于美日；山西的票号，江浙、上海人的钱庄，坏账率不到1%；而中国官办银行的坏账率高达30——40%，为什么不放开让老百姓办银行？设那么多开办的束缚条件干什么？
中国官僚是最贪婪、最厚颜的一群；贪污腐化、贼窝连绵；卖官鬻爵，贼人蜂起，而又说为某主义奋斗终身，今日何日？今夕何夕？中国还在封建王朝的阴影里。一面吃人，一面骗人。

完全的开放，自由是需要过度的。试想一个受惯了几千年封建制度的民族能够马上进入所谓的民主，自由的共和国吗？我们能做的只能是慢慢地改变。
